Emergency medical responders are people who are specially trained to provide out-of-hospital care in medical emergencies.... providing basic life support where pre-hospital health professionals are not available due to limited resources or infrastructure.

An example of a life-threatening emergency could be the following:
- Heart attack
- Severe breathing problem
- Severe bleeding
- Severe burns
- Gunshot or knife wounds
- Immediate and imminent threat to life or loss of life due to a psychiatric illness or substance use.
